Stop the "Obamanization" of Arizona
Riggs is promising to end the "Obamanization of Arizona" as part of his plan for the fiscal solvency and economic revitalization of Arizona. "Common Core and the ObamaCare Medicaid expansion infringe on Arizona's constitutional responsibilities for
K-12 education and indigent health care," Riggs said. "And the costs to implement and comply with these federal mandates will compound the state's structural budget deficit, which left unchecked, will balloon into billions of dollars."
"We all know
that ObamaCare is fundamentally flawed and not actuarially sustainable from an insurance standpoint," said Riggs. "When it's ultimately repealed and replaced with a market choice system, we'll still be left with Medicaid expansion. Furthermore, it's
disingenuous of supporters of ObamaCare to intimate that the federal funds for Medicaid expansion are in a sense 'free'--when Arizonans will have to bear a share of the national debt to cover Medicaid expansion."

Expand Medicaid to 133% of the federal poverty level
Q: The biggest fight at the Legislature right now is the expansion of the Medicaid system to 133% of the federal poverty level. Gov. Jan Brewer is fighting her own party on this one, with Republican lawmakers reluctant to go along even though the state
would receive billions of dollars from the federal government. Do you think Gov. Brewer is doing the right thing?
DuVal: I do. And for me, this is deja vu all over again. This is a repeat of the debate I was a principle player in when we first created
AHCCCS (Arizona Health Care Cost Containment System, or the state's version of Medicaid). In that case, it was a Democratic governor, but the point is, there were pockets of resistance among the conservative ideologues who resisted what was, to most
centrist, thoughtful people, a compelling economic development case, to say nothing of a compelling moral case. And I think that in the end, the overwhelming economic case and moral case for moving forward on this will carry the day for the governor.

I will seek to ban vaccine mandates across the board
Vaccines and Covid Mandates: I think it is extremely wrong for the government, businesses, and schools to mandate this vaccine.
And people have a responsibility to protect themselves--they DO NOT HAVE A RIGHT to impose their choices on others. As your Governor, I will absolutely seek to ban vaccine mandates across the board.

Support patients' right to appeal when services are denied by their HMO.
- Legalize physician-assisted suicide in Arizona.
- Increase state funding for training health workers to recognize and respond to the release of biological agents.
